CookieInspector
Terms & Conditions
Last updated: April 6, 2026
These terms apply to your use of CookieInspector at https://www.cookieinspector.com. The service is operated by CookieInspector, an independent individual entity based in Mexico.
1. Acceptance of Terms
By accessing or using CookieInspector you acknowledge that you have read, understood, and agree to be bound by these Terms & Conditions and any referenced policies. If you do not agree, you must not use the service. Your continued use constitutes ongoing acceptance of any updates as described in Section 10.
Paid subscriptions are governed by our Auto-Renew Policy, which explains how renewals, charges, and cancellations work on CookieInspector.
2. Service Description
CookieInspector is a software-as-a-service platform that performs automated scanning of publicly accessible websites to identify cookies, tracking technologies, consent banners, consent management platforms, and related privacy behaviors. The platform generates analytical reports, dashboards, and insights to help organizations understand their observed implementations. Functionality, interfaces, and supported features may evolve or be discontinued at any time.
3. Account Registration & Security
You must provide accurate registration information and maintain the confidentiality of your credentials. You are responsible for all activity occurring under your account. You agree to notify CookieInspector immediately of any unauthorized access or security incident so we can help mitigate risk.
4. Data Usage & Privacy
CookieInspector processes the URLs, scan parameters, resulting telemetry, and report content you submit solely to operate, maintain, and improve the service. We may retain aggregated or anonymized analytics derived from scans to enhance detection models and service reliability, but we do not sell scan data to third parties. Personal data, if any is provided, is handled according to our Privacy Policy, which explains data retention, security safeguards, and choices available to you. By using the service you consent to this processing. You remain responsible for any personal data you include in scan inputs and must ensure you have a lawful basis to provide it.
CookieInspector may store diagnostic and operational logs to monitor service health and respond to security events. Access to these logs is restricted to authorized personnel and subject to confidentiality obligations. We employ commercially reasonable technical and organizational measures to protect the data we host, but no system is fully immune to intrusion; see Section 11 for warranty limitations.
5. Acceptable Use & User Responsibilities
You must only submit websites or digital properties you own, control, or have obtained explicit authorization to scan. You agree not to misuse CookieInspector for prohibited, abusive, or unlawful automated activity, including attempts to overwhelm third-party infrastructure, circumvent security controls, or harvest data without consent. You may not reverse engineer, decompile, or attempt to derive the source code or models powering the service.
You understand that reports are informational tools, not legal opinions. You are solely responsible for validating findings, determining your organization's compliance obligations, and seeking qualified counsel before relying on CookieInspector outputs to make regulatory decisions. Submission of URLs constitutes your representation that the scanning does not violate any contract, policy, or law applicable to the targeted property.
6. Automated Scanning Limitations
CookieInspector conducts scans using automated browsers, scripted navigation, and proprietary heuristics. Results can vary based on website architecture, geo-restrictions, bot-detection mechanisms, real-time personalization, or the availability of specific assets at the time of testing. Some sites rely on content delivery networks, firewalls, or anti-bot services (for example, large-scale WAF/CDN providers) that may throttle, block, or alter responses to automated traffic. These environmental factors are outside of CookieInspector's control and may limit the completeness of a scan.
6.1 WAF/CDN Blocking Policy
When a scan returns HTTP status codes such as 403, 429, or other indicators that a web application firewall or CDN has intercepted the request, CookieInspector may be unable to fully analyze the target site. Reports may include notices like "We're sorry, but this site appears to be protected by a Web Application Firewall and could not be fully analyzed." This behavior is expected and does not signify a malfunction of the service. CookieInspector cannot guarantee delivery of results when third parties block or modify automated requests, and no refunds or service credits are owed for such scenarios.
6.2 Third-Party & CMP Detection Variability
CookieInspector identifies consent platforms (CMPs), cookies, trackers, and tags using signatures and heuristics that reflect how third-party vendors implement their products at the time of a scan. These third parties—including consent platforms, analytics, advertising, and tag-management providers—frequently change their scripts, domains, markup, and behavior without notice. As a result, a given vendor or banner may be detected differently, partially, or not by name from one scan to the next. CookieInspector does not control these third parties and is not responsible for detection gaps or inaccuracies caused by such changes. We monitor common providers and update our detection on an ongoing basis to keep coverage current; scan results are provided on an “as is” basis and are not a definitive legal determination of compliance.
7. Detection Accuracy & No Guarantee of Completeness
CookieInspector applies best-effort detection logic to classify cookies, trackers, consent banners, and compliance signals. Due to the dynamic nature of websites, some assets may not load during the scan window, certain detections may produce false positives, and previously unseen technologies may not be recognized. Variance may occur because of delayed script execution, user-specific personalization, A/B experiments, server-side rendering differences, or geo-fenced content. CookieInspector does not provide a legally definitive certification of compliance, nor does it guarantee that all cookies or tracking technologies have been identified.
8. Intellectual Property
CookieInspector, including all software, documentation, designs, reports, and related content, is owned by CookieInspector or its licensors. Subject to these terms, you are granted a limited, non-exclusive, non-transferable license to access the service and view reports generated for your account. All rights not expressly granted are reserved.

A registration application is pending before the Mexican Institute of Industrial Property (IMPI — Instituto Mexicano de la Propiedad Industrial). All rights in these marks are reserved. You may not use, reproduce, or imitate them without our prior written consent.
9. Service Availability & Support
CookieInspector strives to deliver a reliable service but does not guarantee uninterrupted availability. Maintenance windows, network outages, changes in upstream providers, or unusual load patterns may temporarily degrade performance. We may suspend access to investigate suspected abuse or protect the platform. Support inquiries can be submitted to support@cookieinspector.com, and we will respond within commercially reasonable time frames.
10. Billing & Invoices
Invoices are not generated automatically. Invoices may be issued manually upon request and must be requested within 30 days of the transaction date.
11. Refunds
All purchases are final. CookieInspector does not offer refunds for subscription fees or one-time payments, except where required by applicable law.
12. Service Updates & Algorithm Changes
We may update detection logic, machine-learning models, user interfaces, or supporting infrastructure without notice to adapt to new privacy requirements and technical patterns. Such updates may change how reports look or how data points are classified. We may also amend these Terms & Conditions and will indicate the date of the latest revision on this page. Your continued use following any update constitutes acceptance of the modified service or terms.
13. Disclaimers & Limitation of Liability
THE SERVICE IS PROVIDED "AS IS" AND "AS AVAILABLE." COOKIEINSPECTOR DISCLAIMS ALL WARRANTIES, EXPRESS OR IMPLIED, INCLUDING WARRANTIES OF MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE, AND NON-INFRINGEMENT. COOKIEINSPECTOR DOES NOT WARRANT THAT THE SERVICE WILL IDENTIFY EVERY COOKIE OR TRACKER, THAT REPORTS WILL BE ERROR-FREE, OR THAT THE PLATFORM WILL BE FREE FROM INTERRUPTIONS OR SECURITY INCIDENTS.
To the fullest extent permitted by law, CookieInspector shall not be liable for indirect, incidental, special, consequential, exemplary, or punitive damages; loss of profits, revenue, or data; or any business interruption arising from or related to your use of the service. CookieInspector is not responsible for (a) website configurations or behaviors that prevent scanning, (b) CDN or WAF restrictions, (c) changes made by third-party scripts, CMP vendors, or browser updates, or (d) the legal compliance obligations of any user. Users remain solely responsible for ensuring compliance with laws such as GDPR, CCPA, LGPD, ePrivacy, and any other applicable regulation. In no event shall aggregate liability exceed the fees paid (if any) for the service during the twelve months preceding the claim.
14. Changes to Service or Terms
CookieInspector may modify, suspend, or discontinue any aspect of the platform, including features and pricing, at any time. We may also update these Terms & Conditions, which includes the inactive-account policy described in Section 18. When changes are material, we will provide notice through the service, by email, or by updating this document. Continued use constitutes acceptance of the updated terms.
15. Governing Law & Jurisdiction
These terms are governed by the laws of Mexico without regard to conflict-of-law principles. Any disputes arising out of or relating to the service shall be resolved in the courts located in Mexico City, Mexico, unless mandatory law grants you different rights. Each party irrevocably submits to this jurisdiction.
16. No Legal Advice
Reports, dashboards, and other outputs generated by CookieInspector are informational tools only and do not constitute legal or compliance advice. You should consult independent counsel or specialists to evaluate your obligations before taking action based on any report.
17. Contact
For questions regarding these Terms & Conditions, service availability, or privacy practices, contact support@cookieinspector.com. We aim to respond promptly and provide any additional details you may need.
18. Inactive accounts (Free plan)
If you are using the Free plan, and your account remains inactive for 12 consecutive months, we may close and delete your account at our discretion. If we delete an inactive Free account, we may also delete data associated with that account, including scan history and reports, subject to applicable law. We may update this policy in the future and, if required, provide notice through the Website or by email.
“For purposes of this section, ‘inactive’ means no sign-in activity and no scans initiated for 12 consecutive months.”
